The Rule 5 Draft, marking the unofficial conclusion of MLB’s Winter Meetings, provides teams an opportunity to select unprotected players from other teams’ rosters. While some clubs pass on selections during the Major League phase—given the requirement for draftees to remain on the big-league roster for the entire season—others find hidden gems. Notable success stories include Josh Hamilton, a former Devil Rays prospect who went on to become an MVP with the Texas Rangers.

This offseason, the Tampa Bay Rays were active in the Rule 5 Draft, both acquiring and losing talent. Here’s a closer look at the changes:

Acquisitions

LHP Nate Lavender (from Mets)
Lavender, a left-handed pitcher from the Mets’ Triple-A team, underwent an internal brace procedure on his elbow in May 2024. Despite a fastball averaging in the low 90s, Lavender’s extension and delivery help him generate a high strikeout rate. Once healthy, he could be a valuable depth piece for the Rays, shuttling between the majors and Triple-A Durham. However, Lavender must stay on the 26-man roster all season to remain with the Rays. If necessary, the team could convert the Rule 5 selection into a traditional trade to retain him long-term.

Departures

RHP Evan Reifert (to Nationals)
The Nationals picked Reifert, whose stellar Arizona Fall League performance in 2022 placed him on prospect radars. Injuries derailed his 2023 season, but Reifert bounced back in 2024, showcasing his strikeout abilities at Double-A. While command has been a recurring challenge, his improved walk rate of 9.9% last season signals progress.

Minor League Phase Moves

In the Minor League phase, the Rays added RHP Dan Hammer from the Orioles’ Double-A roster. However, they lost several pitchers: Samuel Mejia (Low-A), Enmanuel Mejia (Triple-A), and Adam Leverett (Double-A). Leverett, primarily a starter, was acquired last offseason in exchange for Michael Mercado.

What Didn’t Happen

There was speculation about the Rays acquiring Canadian catching prospect Liam Hicks, who has moved between several organizations recently. However, no deal materialized. Adding Hicks would have been surprising, as the Rays recently signed Danny Jansen to a multi-year contract and have Ben Rortvedt as their backup catcher.

This offseason activity reflects the Rays’ efforts to balance short-term roster needs and long-term player development.
